Review, systematization and legislation analysis applied for the shrimp fisheries closed seazon in south and southeast regions of Brazil

Abstract

The present work has like objective systematize the information regarding the legislation of the forbidden shrimp fishery season in the Southern and Southeastern regions of Brazil, since its creation in 1984 up to its last alteration in 2008. Since 1974, technical meetings are make for discuss the management of the shrimp fisheries in the Southern and Southeastern regions. In 1983, by the first time, the prohibition is recommended. In this work the main conclusions generated by the technical meetings work groups for shrimp fisheries management will be present. The prohibition was recommended like a form of diminish the pressure over part of the reproductive recruitment of shrimp species, however his application always found problems of diverse origins. Since when it was created, always existed the concern with the continuity of the prohibition, and that this went applied of correct way. The closed shrimp fisheries season was changed many times since his creation, and that probably occurred for adjusting better the ecological reality with shrimp fisheries in Brazil, also because different pressure of the productive sector, and by diverse other motivations. In the present days the closed season continues facing problems of diverse natures, involving the inefficiency of inspection, the absence of respect regarding the measure and the dissatisfaction of the productive sector. The problem of the correct application of the closed season did with that this went many times ignored as a real management measure.
